Jeffrey Phillips oversees the development and delivery of key projects for the company and leads the company’s energy practice. Prior to joining Dawson Strategic, he worked at Natural Resources Canada for four years, first as a Policy Analyst in the Energy Sector and later as Advisor to the Associate Deputy Minister.
Anna Barrera provides research and project support in the areas of international trade, transportation, and North American competitiveness. Born and raised in Mexico City, Anna has developed an in-depth understanding of Mexican trade and economic issues through her previous experience.
Laura Dawson, PhD
Laura Dawson has more than fifteen years’ experience providing advice to businesses and government around the world on trade, regulatory, and border issues. The Hill Times named her one of the Top 100 Canadian foreign policy influencers of 2014. Dawson is the Director of the Canada Institute at the Woodrow Wilson Center in Washington DC.

René Drolet Consulting Services
René Drolet is an independent consultant working in the field of environmental management and sustainable development for over 25 years. His main fields of expertise relate to public policy and regulatory analysis, in particular as it relates to water management, air quality, climate change, and the transition to a low-carbon economy. Before starting his consulting business in 2012, he has worked almost 20 years in the Canadian federal government, including four years as Director of Policy and Research for the National Round Table on the Environment and the Economy.

Dan Ciuriak is Director and Principal, Ciuriak Consulting Inc. and Research Fellow at the C.D. Howe Institute. Ciuriak Consulting is active in international trade, finance and development, with a particular emphasis on quantitative analysis, including custom model development and technical training for clients. Dan has wide-ranging experience in the analysis and formulation of public policy, development of legislation, economic analysis in support of litigation (both private and state-to-state), and training and technical assistance in applied trade analysis and modeling. He has published widely as author and editor, within government and in a personal capacity , comments frequently in the media; and has made numerous presentations at various academic, business and official venues, including the World Trade Organization, the World Bank, APEC and the OECD.

Brian Rankin Staples has been providing international trade and customs advisory services to clients in Ottawa since 1981. He is the President of Trade Facilitation Services and founding Director of The Origin Institute. Mr. Staples is a member of the joint International Chamber of Commerce (ICC) and Inter-American Development Bank’s Rules of Origin Experts Group and member of the ICC’s Commission on Customs and Trade Facilitation.
